RAISE Caraga Conducts Phase II Proposal Writing Workshop to Strengthen Regional Innovation Efforts

The Regional Agri-Aqua Innovation System Enhancement (RAISE) Program in Caraga successfully conducted its Proposal Writing Workshop for RAISE Phase II, bringing together project leaders, technical staff, researchers, and innovation officers from partner State Universities and Colleges (SUCs) and Research and Development Institutions (RDIs).
The two-day training aimed to enhance the region’s capacity to develop high-quality, fundable project proposals aligned with DOST-PCAARRD’s priorities and the program’s 6Ps framework. Representatives from CSU, NEMSU, ASSCAT, and the newly participating Surigao del Norte State University (SNSU) participated in the intensive sessions that combined presentations, open discussions, group mentoring, and hands-on proposal development.
Strengthening Regional Collaboration and Proposal Quality
RAISE Caraga Program Leader Prof. Kenneth L. Ciudad opened the workshop by presenting the activity’s objectives and expected outputs, emphasizing the need for well-aligned and impact-driven proposals for Phase II implementation.
This was followed by the showing of RAISE Caraga’s consolidated accomplishments for Year 1 and Year 2, produced by Project 4 – Knowledge Management Hub (KMH).
A key highlight was the session on PCAARRD Guidelines in Proposal Writing, where program leaders oriented participants on required formats, evaluation criteria, and alignment with the 6Ps (Publications, Patents, Products, People Services, Places, Policies). This laid the groundwork for participants to craft technically sound and strategically aligned project concepts.
The workshop also served as an avenue to reinforce partnerships among SUCs, ITSOs, IPTBM Units, and RDIs—ensuring collaborative planning that reflects the needs and priorities of the Caraga region.
Day 1: Strategic Planning and Technical Writing Sessions
Day 1 focused on building the foundation of strong proposals through the following sessions:
Overview of RAISE Phase II deliverables
Setting goals, objectives, and logical framework
Identifying gaps, issues, and opportunities
Writing the technical proposal (rationale, objectives, methodology)
Preparing the workplan, Gantt chart, and indicative budget
Each session included an open forum for clarifying guidelines and aligning concepts across institutions. The day ended with a recap facilitated by the RAISE Caraga program leaders.
Day 2: Proposal Presentations, Evaluation, and Mentoring
Day 2 opened with a recap of the previous day’s outputs, followed by the main activity: presentation of draft Phase II proposals.
Project Leaders presented their initial concepts for review and critique.
Two esteemed evaluators strengthened the workshop’s output:

They provided detailed recommendations to improve proposal structure, alignment, and methodology, greatly enhancing the technical quality of the outputs. Throughout the day, participants engaged in group discussions, revisions, and mentoring sessions to refine their draft proposals.
A Strong Foundation for RAISE Phase II Implementation
The RAISE Phase II: Proposal Writing Workshop successfully achieved its goals of building capacity, aligning regional initiatives, and enhancing proposal quality. The active engagement of participants and the expert guidance of evaluators created a productive environment for collaborative learning and innovation planning.
With strengthened technical competencies and clearer project directions, the RAISE Caraga team and partner institutions are now better equipped to refine and finalize their proposals for potential funding, advancing the region’s agri-aqua innovation ecosystem.
