RAISE Caraga Conducts Year-End Activity on Ways Forward and Phase II Planning

The Regional Agri-Aqua Innovation System Enhancement (RAISE) Program – Caraga successfully conducted the RAISE Year-End Activity: Ways Forward and Planning on December 11–13, 2025, in Claveria, Misamis Oriental. The three-day activity was organized by the RAISE Caraga project team in collaboration with partner Consortium Member Institutions (CMIs)—Northeastern Mindanao State University (NEMSU) and Agusan del Sur State College of Agriculture and Technology (ASSCAT)—and was attended by RAISE Program project leaders and staff, representatives from the Caraga Consortium for Agriculture, Aquatic, and Natural Resources Research and Development (CCAARRD), and faculty members from the Department of Agriculture and Biosystems Engineering (DABE).
The activity served as a platform to review the program’s accomplishments and challenges over two years of implementation, strengthen coordination among partner institutions, and define strategic directions and priority actions for Phase II of the RAISE Program. It also aimed to enhance institutional capacities in project monitoring, evaluation, and documentation in line with PCAARRD requirements.
Capacity Building on Monitoring and Documentation
The first day focused on a review and refinement of project monitoring and documentation practices. Participants revisited key Monitoring and Evaluation (M&E) concepts and RAISE-relevant indicators, followed by guided exercises using PCAARRD monitoring tools such as Gantt charts, logframes, monitoring sheets, and scorecards.
Participating CMIs applied these tools to their ongoing projects and presented their outputs, which were synthesized to surface shared challenges, validate current practices, and identify areas for improvement.
Strategic Planning for Phase II
On the second day, the activity transitioned to Ways Forward and Planning for RAISE Phase II. Participants reviewed key outputs from Day 1 and discussed proposed activities for the next phase. Strategic planning sessions were conducted to identify priority initiatives, deliverables, roles, and responsibilities. Implementation strategies were further refined through risk identification and mitigation discussions.
Consolidation and Alignment of Plans
The final day centered on consolidation and alignment of institutional and regional plans. Key agreements and outputs were revisited, Phase II implementation plans across participating CMIs were finalized, and institutional plans were integrated with the regional strategy.
A peer review and feedback session helped refine proposed actions, culminating in the final alignment of next steps and a closing ceremony.
On the second evening, a short fellowship gathering was held, featuring an exchange of gifts among participants. The activity also included faculty members from the Agriculture and Biosystems Engineering Department, recognizing their role as a key source of registered and patentable agricultural machinery innovations within the region. The informal gathering provided an opportunity to strengthen professional relationships, enhance collaboration, and reinforce shared commitment to advancing agri-aqua innovation under the RAISE Program.
The RAISE Year-End Activity reinforced the program’s commitment to building a responsive, coordinated, and sustainable agri-aqua innovation ecosystem in Caraga. By strengthening technical capacities and deepen collaborative planning, the activity laid a solid foundation for the effective implementation of RAISE Phase II.
