The 1st Mindanao-Wide Technology Transfer Conference, led by the RAISE Program in Caraga, was held on October 1, 2025, at the HERO Learning Commons, Caraga State University (CSU). The event gathered innovators, inventors, and researchers from across Mindanao to strengthen collaboration and accelerate technology transfer initiatives.
The conference formally opened with the message of Dr. Jeffrey T. Dellosa, Vice President for Research, Development, Innovation, and Extension of CSU. Dr. Dellosa highlighted the need for producing technologies that are relevant to community needs and stressed the importance of moving research outputs efficiently from the university to the end user.
The highlight of the event was the plenary session, which featured key leaders in science, technology, and innovation. Engr. Noel M. Ajoc, Regional Director of the Department of Science and Technology-Caraga, discussed “Strengthening University Tech Transfer Offices: Global Practices in IP Management, Incubation, and Commercialization.” In his talk, he emphasized the importance of academe-industry collaboration, citing international best practices from institutions such as Stanford University and the Massachusetts Institute of Technology as models of effective research-to-community innovation.
The second plenary talk, “From Research to Enterprise: Funding Pathways for HEIs and Regional Tech Transfer Hubs,” was delivered by Engr. Noel Catibog, Director of the DOST-PCAARRD Technology Transfer and Promotion Division. He explained the different pathways for protected technologies, including deployment, extension, and commercialization. Director Catibog also underscored the rationale behind the RAISE Program initiative of DOST-PCAARRD as a direct response to the Technology Transfer Act and Innovative Startup Act laws of the Philippines.
The final plenary talk was presented by Dr. Venessa A. Garcia, Director of the Technology Promotions and Commercialization Office of the University of Science and Technology of Southern Philippines, who spoke on “From Campus to Company: Success Stories from Research and Grit.” Dr. Garcia shared inspiring stories of technology adopters from her university, showcasing the potential of university-based innovations to grow into successful enterprises.
Following the plenary talks, a panel discussion was held and moderated by Prof. Genesis Jared A. Cutamora, Project Leader of RAISE Program Project II, which provided an interactive platform for experts to exchange insights on the opportunities and challenges of technology transfer in Mindanao.
The morning session concluded with an awarding ceremony to recognize the plenary speakers for their contributions to advancing research, innovation, and technology commercialization in the region.
